I have to wonder what exactly got set as the standard process between when the FDA did not want to approve Prozac, Bush pushing approval through, and the about face of the FDA then burying critical information. This now seems to be the current process, where it wasn't before. I suspect it has to do with political pressures continuing due to growing campaign contributions.
The two things which seemed to really change the direction of the FDA were the SSRI approvals and them pushing through Aspartame (Rumsfeld was tied to its manufacturer and essentially had the same thing that happened with Bush and Eli Lily replay there).

https://khn.org/news/campaign/ Shows campaign conributions from 2007-2022. The amount has increased 7.75. Accounting for inflation, 2007 should have only increased 1.41 times. https://www.usinflationcalculator.com/
